1. Acceptance of Cal-SAFE Annual Self-Study Report 2012-2013      (C)  
  Each year, the District is required to submit an annual report on the California School-Age Families Education (Cal-SAFE) programs.  California Education Code Section 54748(k) requires the development of procedures for program evaluation and monitoring.  The annual report reflects the required self-study for program quality and improvement.  The District has one Cal-SAFE program located on the Peninsula High School campus.  Teen parents are served through the Child Development course and a variety of support services.  Children of these teen parents who are under the age of three are able to receive care during the school day in the Child Care Center.  The attached report includes the self-assessment of Cal-SAFE program goals and a Desired Results Program Action Plan.  The Peninsula High School Administration, Child Development teacher and Cal-SAFE staff, provided critical input for the report.

         
2. Acceptance of Harmony Education Center Agreement         (C)  
  The proposed contract for eight Burlingame High School staff members for a five-day summer coaches training for Critical Friends Groups to be held at Burlingame High School, focuses on teaching participants how to increase student achievement through professional collaborative learning communities.  By the end of the training, participants will have learned to improve student learning, create equity in the classroom, increase efficient, effective communication and enhance personal performance through the use of protocols and reflective practice. The cost of the training will will not exceed $6,500 and will be paid by district professional development funds.
         
3. Approval of Conference Attendance: AVID Summer Institute, San Diego, California      (C)  
  Permission is requested for San Mateo Union High School District teachers, Louisa Hardy and Kelly Alberta, and Mills High School Assistant Principal Irma Munoz, to attend the AVID Summer Institute Conference in San Diego, California, from July 31 through August 2, 2013. Attending this conference will help ensure AVID certification for the District's AVID program, provide training in AVID methodologies and meet the goals of the AVID program. The participating staff will identify strategies and current research to help close the achievement gap and learn and acquire successful AVID content curriculum to share with academic core departments.  The cost of this conference will be funded by the District AVID funds and Aragon and Mills High School site funds.
         
4. Approval of Mills High School Counselor to Attend International Institute for Restorative Practices Conference, Pennsylvania      (C)  
  Permission is requested for Mills High School Counselor Bettina Graf, to attend the Basic Restorative Practices Conference in Bethlehem, Pennsylvania, from July 28 through August 1, 2013.  This is a four day conference on basic restorative practices to learn practical strategies to work with students in improving their attendance, reducing bullying, and build social/emotional skills with students.   Mills High School will pay the $550 conference registration and the remainder of the costs will be paid by Bettina Graf.
         
5. Approval of Field Trip: Aragon High School Girls Varsity Basketball and Volleyball Teams to Tournaments      (C)  
  Permission is requested for the Aragon High School Girls Volleyball Team to participate in the Highland Volleyball Tournament, September 13 through September 14, 2013, and the Stockdale Basketball Tournament in Bakersfield, California, from December 26 through December 28, 2013, (both tournaments take place in Bakersfield). Aragon Teacher/Coach Annette Gennaro-Trimble and Kelsey Stiles will chaperone, students will be transported by parent volunteers.  Lodging will be at the Four Points Sheraton in Bakersfield, for both events. All costs will be paid by fund raising events and one substitute day will be covered by department head days for the Highlands Tournament.  Medical facilities are available in the area.  No student will be denied participation due to lack of funds.
         
6. Approval of Field Trip: Mills AVID Students College Tour to Southern California      (C)  
  Permission is requested for 50 Mills High School AVID program students to visit four college campuses from October 27 through October 29, 2013. The campuses are University of California Santa Cruz, University of California San Diego and San Diego State University and University of California Los Angeles.  The students will be chaperoned by Mills High School Principal Paul Belzer and teachers Kelly Alberta, Mary Rustia and parent chaperones. Accommodations will be at several hotels in Southern California to be determined by the AVID tour organizers. Transportation will be by commercial bus charter and medical facilities are available at the college campuses.  All costs will be paid by parents and supported with AVID funds and two substitute teacher costs will be paid by Mills High School site funds.
         
7. Approval of Field Trip: Mills High School Students to Attend the FHA-HERO State Regional Officer Training Conference, Fresno, California      (C)  
  Permission is requested for two Mills High School students to participate in the 2013 FHA-HERO Regional Officer Training Conference from July 30 through August 2, 2013, in Fresno. Students will be accompanied by Mills High School teacher Jan Tuttle. Lodging will be at the California State University Fresno dormitories.  The cost for food, lodging, and transportation will be paid by State FHA-HERO and the California State Department of Education. Travel will be by Amtrak.
         
8. Approval of Memorandum of Understanding with Equal Opportunity Schools      (C)  
  The San Mateo Union High School District and Equal Opportunity Schools, endorsed and partnered with the San Mateo County Office of Education and the Santa Clara Office of Education, are collaborating to support the district's objective of ensuring that all students have the opportunity to succeed in challenging high school courses.  The focus of this work will be to increase access and participation in Advanced Placement and/or International Baccalaureate courses. The goal is to develop systems and structures to ensure that the San Mateo Union High School District can sustain this work.  A collaboration overview and schedule for the summer, fall and winter is available in the attachment.

The cost of the agreement is $54,000 for the 2013 - 2014 school year and $36,000 for the 2014-2015 school year and will be paid by district funds.
         
9. Approval of the Resolution to Add East Palo Alto Academy as a Member of the San Mateo County SELPA      (C)  
  The East Palo Alto Academy has been added, as of May 7, 2013, as an LEA of the San Mateo County SELPA.  

Pursuant to the State and Federal guidelines for SELPA Local Plans, all LEA boards must act on a resolution when the Local Plan is updated.  The Local Plan must be updated whenever an LEA is added to the SELPA membership.
         
10. Approval of the District's Response to the California School Employees' Association, Chapter 519 Contract Proposal for 2013-2014         (C)  
  The District presented to the Board of Trustees their response to the California School Employees' Association, Chapter 519 Contract Proposal for the school year 2013-2014 at the Board meeting on May 23, 2013.
         
11. Adoption of Declaration of Need for Fully-Qualified Educators      (C)  
  The Education Code requires each school district to certify by an annual resolution of the Board of Trustees that it has made reasonable efforts to recruit fully-prepared teachers for all assignments.  If a fully-prepared teacher is not available for Special Education Resources, Library, Clinical, Rehabilitated Services, or English Language Development, the District will apply for an emergency permit.

In reviewing the District's past needs, the Human Resources Department has attempted to anticipate areas of need for the 2013-2014 school year.  The Board's adoption of the attached Declaration of Need is required before the District can submit a request to the Commission on Teacher Credentialing for emergency permits.
         
12. Approval of Peninsula Alternative High School (PAHS)      (C)  
  District staff have completed the process with the State of California to change Peninsula High School as a continuation school to an alternative school of choice. In order to finalize this process, Peninsula High School will officially close on July 31, 2013. Peninsula Alternative High School (PAHS) will “open” on August 1, 2013, with a new CDS code 41 69047 0128165. Peninsula Alternative High School will be an alternative school of choice.
         
13. Approve the Specific Board Policy - BP 7310, Naming and Dedication of Facilities      (C)  
  The District is requesting that the Board of Trustees approve the following Board Policy - BP 7310, Naming and Dedication of Facilities, as contained in the attachment.
         
14. Adoption of Minutes of January 31, 2013      (C)  
  The administration recommends that the Board of Trustees adopt the minutes of January 31, 2013, as sent to the members of the Board and as posted.
         
15. Denial of Interdistrict Transfer Requests      (C)  
  The Administrative Appeals Committee reviewed four (4)interdistrict student transfer appeals.  The Committee is recommending denial of all four (4) of the interdistrict transfer appeals.  The Committee reviewed these requests and found no compelling reason to grant the transfers.
         
16. Approval of Field Trip: Mills, Hillsdale, Burlngame, and Capuchino High School Cheerleaders to Attend USA Camp and Clinic, Santa Cruz      (C)  
  Permission is requested for members of the Capuchino, Mills, Hillsdale and Burlingame High School Cheer Leading Squads to attend the USA Spirit Cheerleader Camp and Clinic in Santa Cruz, from July 26 through July 29, 2013. Hillsdale and Burlingame High School squads will be chaperoned by Cheer Coaches Lynn Currie (Burlingame), Stephanie Marcone and Emily Anderson (Hillsdale) and will be transported by commercial bus lines. Mills' Squad will be chaperoned by Cheer Coach Ashley Gomez and transportation will be by parent volunteers. Capuchino's squad will be chaperoned by Cheer Coach Courtney Chin and parent volunteers will accompany students on the commercial bus line. Students and advisors will stay in the UC Santa Cruz dormitory rooms. The purpose of the trip is to learn dance and cheer material for the upcoming school year. This is also a time for team bonding as well as working together to achieve goals and awards. The approximate cost of $425 per student will be financed by fund raising, donations and parents. No student will be denied participation due to lack of funds. Medical facilities are available on site.
         
17. Approval of Settlement Agreement Between South San Francisco Unified School District, San Bruno Park School District and San Mateo Union High School District         (C)  
  In approximately 1961, the San Bruno Park School District (SBPSD) built and operated the Carl Sandburg Elementary School, which is located in the City of San Bruno. In 1978, SBPSD ceased operation of the school; and in 2007, SBPSD sold the school site to a residential developer. The property was developed into a 70 single family home subdivision known as the Merimont Subdivision. At the time the Merimont Subdivision was built, the San Bruno Park School District and the San Mateo Union High School District (SMUHSD) believed the subdivision was located within the attendance boundaries of SBPSD and SMUHSD. As a result, SPBSD and SMUHSD received school impact fees from the developer and property tax revenues from the County of San Mateo.

In 2010, the South San Francisco Unified School District discovered that the Merimont Subdivision is actually located within its attendance boundary. In January 2013, the South San Francisco Unified School District contacted the San Bruno Park School District and the San Mateo Union High School District requesting payment of the school impact fees and property tax revenues. Thereafter, the parties participated in several meetings for the purpose of resolving the matter informally.

The parties have reached a tentative settlement agreement which provides for the San Mateo Union High School District to pay to the South San Francisco Unified School District the sum of $238,577.48 for the school impact fees and property tax revenues related to the Merimont Subdivision that the San Mateo Union High School District inadvertently collected. Payment is due within 30 days of the settlement agreement being approved by each of the Boards of Trustees for the parties.

1. Presentation of Peninsula High School WASC Recommendations and Accreditation      (D)  
  On March 6 through March 9, 2013, the Western Association of Schools and Colleges (WASC) facilitated the accreditation process for Peninsula High School. The entire staff, student body and community participated in a rigorous self-study process. Peninsula High School received recommendations for continual improvement with an accreditation of six years demonstrating a commitment to excellence by the staff, students and community.
         
2. First Reading of Revision of Administrative Regulation 6142.7: Physical Education and Activity      (D)  
  Administrative Regulation 6142.7, Physical Education and Activity, is being revised to include medical release procedures. This revision was recommended by the District's Physical Education Council, reviewed by Cabinet, and reviewed by legal counsel.
         
3. Presentation of the San Mateo Union High School District Digital Task Force      (D)  
  The Digital Task Force (DTF) consisted of a cross-section of site and district administrators, certificated and classified staff members. These 15 participants met five times over the course of four months. These goals are not meant to replace our current Technology Plan but to support the implementation of a digital district.

The primary goals were to:
Guide the district in implementing digital learning at all school sites for all students.
Focus on teaching, content, infrastructure and Professional Development.
Provide a systematic and research-based assessment of the e-Learning landscape by reviewing evidence, exemplars, and current practices in our district, California and beyond.

The DTF will make recommendations to the Board of Trustees based on immediate goals, secondary goals (1-3 years) and future goals (4-6 years).

2. SMUHSD Alternatives to Suspension and Expulsion Program      (D)  (V)  
  The proposed Alternatives to Suspension and Expulsion Program is a partnership with the Youth Service Bureau of the San Francisco YMCA. The goals of the Program are to 1) reduce the number of suspensions and expulsions as well as total amount of out-of-school time, and 2) replace out-of-school time served at home with alternative structured, therapeutic programs that address underlying causes of behavior and increase school success upon reentry.
         
3. Presentation of the San Mateo Adult School Federation of Teachers' Contract Proposal for 2013-2014      (D)  
  The San Mateo Adult School Federation of Teachers' contract proposal for 2013-2014 is being presented to the Board of Trustees tonight.  This agenda item provides the requests made by the San Mateo Adult School Federation of Teachers.
         
4. Public Hearing - Adult School Federation of Teachers' Contract Proposal for 2013-2014      (D)  
  The Adult School Federation of Teachers' contract proposal for the 2013-2014 school year was presented at the Board of Trustees meeting on June 13, 2013.  This hearing is provided for the public to become informed and express itself regarding the proposal.

Copies of the contract proposal have been placed in high school offices and public libraries and are available through the Human Resources Department.
